The PAGASA Unified Learning Advancement Platform (ULAP) is a comprehensive tool to utilize distance learning in the assessment, design, development, implementation, and evaluation of meteorological, climatological, and hydrological training programs (NOTE: will be expanded to include non-technical training programs). The online learning management system will integrate innovations afforded by educational technology to create a research-based, user-specific approach to learning and development. All training materials, specifically designed to produce capable technical personnel, will be made available through an online platform in the operating system (OS)-independent formats. This will ensure that learning and development are delivered in a flexible, scalable, and sustainable manner, regardless of the model or make of mobile devices or computers. Basic meteorological and climatological modules will also be made accessible for information and education campaigns around the Philippines through coordination with PAGASA regional services divisions, and can also be used in the development of learning materials to support weather and climate education in the Philippines.
